POLITICA E AMMINISTRAZIONE IN UNA PROSPETTIVA DI EFFETTIVITÀ

Abstract

The article is focused on the relationship between politics and public administration from an Italian perspective. The A. summarily analyses the institutional pattern and related institutional practices, starting from the enduring primacy of politics over administration, to the normative establishment in 1993 of a (formal) principle to distinguish politics and administration. Moreover, the article tries to look ahead at the necessary (substantive) equilibrium between politics and administration, which should be sought in order to remodel the public decision-making chain by making it oriented to administrative effectiveness.
