Abstract
The international principles developed over time are disregarded, but confirmed by the evidence of facts; the war, which became “a pieces", must now be managed across the board, with the involvement of those not directly involved, they have so far kept aloof; considering that globalization no longer allows the use of politics power. The essential task to which the West should therefore once again dedicating oneself is to narrating, explaining to public opinions the components and perspectives of the current international situation are disoriented. Proceeding from the sterile stability of the bipolarism it has ensured continental peace for over half a century, towards some form of international, multilateral, behavioral constitutionalism, essentially liberal.
